Florence Hubert
Deputy Agent, Central Southern England - Bank of England
Florence B C Hubert became Deputy Agent for Central Southern England in March 2016.
Prior to joining the Agency, Florence was an adviser contributing to the assessment of banking sector risks to UK financial stability, in support of the Financial Policy Committee. She represented the Prudential Regulation Authority on several technical panels at the European Banking Authority.
Florence joined the Bank of England in 2001 and has held a variety of analytical, managerial and advisory positions across the Bank, including coordinating the international forecast in support of the Monetary Policy Committee.
She was formerly a researcher at the National Institute of Economic and Social Research, where she published quarterly economic outlooks. Florence also published academic research articles and book chapters on multinational production.
Florence attained her ‘Licence’ and ‘Maîtrise’ in European Economics from the University of Nantes (France), her MSc in Economics from the University of Warwick and her MPhil from the Business School at Imperial College, London. Her outside interests include yacht racing and volunteering.
Paul Kharbanda
Head of Financial Markets Sales, Business and Commercial Banking, Lloyds Banking Group
Paul’s team provides strategic input and solutions to clients who are exposed to currency, interest rate and commodity markets. They focus on companies in the small and medium-sized corporate space across all sectors. They help clients identify and mitigate risks that can impact their profitability while simultaneously building resilience in to their risk management processes.
After graduating with a Masters from the University of Edinburgh, Paul joined the Fixed Income , Currency and Commodity division of JPMorgan Chase where he spent ten years coming to be Head of Regional Banks covering financial institutions, private banks and money managers across Western Europe and CEE.
Following his time at JPMorgan, Paul worked in advertising and PR, believing he would never go back in to the banking sector. Marriage and the cost of children changed that and he rejoined the industry with Lloyds renewing his FCA credentials on the morning of the EU Referendum. He has never looked back, mostly because the economic landscape has not afforded him that luxury.
Paul’s passion is democratising access to financial solutions, demystifying market drivers and helping clients understand what domestic and global events are influencing the markets that directly affect their business. He is firm believer that the role of banks is to bridge information gaps for clients in an accessible way, allowing them to focus on what they do best.
